Tonight: Hearing on Proposed Increase in Refuse Collection Rates

Published: Tuesday, April 28th, 2009

A public hearing will be held on Monday, April 27, at 7:30 p.m. during the regularly scheduled city council meeting in council chambers, 100 N. Garfield Ave., Room S249. The public is invited to hear presentations and provide comments on the city of Pasadena’s proposed rate increases for refuse collection, scheduled to go into effect July 1, 2009.
Sanitation Districts of Los Angeles County, which operates Scholl Canyon Landfill where Pasadena’s refuse is disposed, increased the landfill dumping charges in January, necessitating a 2.97 percent increase in the residential refuse collection fees.
Since 1989 Pasadena Municipal Code has authorized increased landfill charges to be directly passed through to refuse customers. State law now requires refuse customers to be notified of any increases.
Additionally, the cost of street sweeping services currently borne by the city’s General Fund is proposed to be transferred to the Refuse Fund and paid for by residential refuse customers and commercial haulers.  Residential refuse customers’ share of the street sweeping expense is $242,192, which amounts to $9.44 per residential refuse customer per year, or $0.79 per month.
Written protests to the increase will be considered if received prior to the public hearing, and must be submitted by 5 p.m. that day to the City Clerk’s Office, 100 N. Garfield Ave., Suite 228. Residents are asked to include their parcel address and write “City of Pasadena Refuse Collection Fee Increase” on the written comment.
