As a Level 1 water shortage remains in effect in Pasadena, cool-season water restrictions will begin Sunday, Nov. 1, through March 31, 2010.
Outdoor watering with sprinkler systems is restricted to one day per week, as provided in Pasadena’s mandatory water shortage procedures (Pasadena Municipal Code 13.10). Each property owner may choose which one day per week to water – Tuesday, Thursday or Saturday – before 9 a.m. or after 6 p.m. during this period.
Watering by hand and drip irrigation are exempt from these procedures. In addition, irrigation systems with “smart” weather-based irrigation controllers are exempt because they are highly water-efficient and run only as needed in response to weather patterns. Pasadena Water and Power offers $150 rebates on smart controllers.
The one-day-per-week watering schedule is consistent with plant watering needs during cool weather. With more frequent rain and shorter cooler, days lawns and landscaping need much less watering. Many species of plants and lawns are also dormant at this time of the year.
Regardless of the time of year or day, water waste is prohibited in Pasadena. Watering during periods of rain, washing down pavement, excessive runoff onto pavement and other forms of water waste will carry fines of $100 and $1,000.

Since irrigation sues such a large amount of water why not start there when it is overlooked? http://www.IrrigationThatMakesSense.org is a non profit group trying to battle our national water issues by providing funding and installation of green irrigation products. They have a irrigation product that conserves up to 80% of water use after two years. Their product is installed sub-surface therefore you never see it watering. It makes the plants stronger, uses less fertilizer along with water and no over spray onto sidewalks and roads. The cost to install their underground irrigation product is comparable to overhead sprinklers but this is the green irrigation choice.
